Es wirkt wie eine Reaktion auf die verheerenden Überschwemmungen von Mitte Juli, doch
tatsächlich wurde die Reform schon vorher beschlossen und kürzlich bereits umgesetzt: Das
ZÜRS-Geo-System, das die Hochwassergefährdung von mehr als 22 Millionen Gebäuden in
Deutschland erfasst, wurde ergänzt.
Nun werden auch Extremniederschläge als Schadensrisiko einbezogen, wofür drei
Starkregengefährdungsklassen (SGK) geschaffen wurden. SGK 1 umfasst Gebäude, die am
oberen Bereich eines Hangs oder auf einer Kuppe liegen und daher eine geringe Gefährdung
aufweisen. Gebäude in der Ebene oder im unteren oder mittleren Bereich eines Hangs werden
der SGK 2 zugeordnet, wenn kein Bach in der Nähe fließt. Für Gebäude in Tälern oder in
Bachnähe gilt die höchste SGK 3. In dieser befinden sich mit 2,6 Millionen fast 12 Prozent aller
erfassten Adressen. Zum Vergleich: Auf die beiden höchsten der vier Gefährdungsklassen von
ZÜRS-Geo entfallen nur 1,5 Prozent der Gebäude.
ZÜRS Geo und die SGK unterstützen die Versicherer bei der Risikobewertung für Gebäude- und
Inhaltsversicherungen.
